Violent students have been a problem in Thai society for a long time. They hurt not only their rivals but also innocent people. Chiang Mai is one of provinces that have violent problems among teenagers. However, this problem has become less severe after senior gangsters have found a group called NDR (No Drug Rulers) to persuade young students to do good things. Grandma ‘Elle’ Laddawan Chainilpan, the leader of this group, set 8 basic rules for NDR’s teenagers to commit:
1.Don’t use drugs.
2.Avoid fighting with other groups.
3.Maintain unity within a group.
4.Junior members have to respect senior members.
5.Don't make noise to disturb neighbors.
6.Don’t carry any weapon.
7.Don’t have an affair among members within a group.
8.Don’t bring an outsider to get involved when a group has a dispute.

NDR has 32 sub-groups and 4,217 members brought into the group by their leaders. Some group leaders were then married or graduated, some worked in Chiang Mai or in other provinces, some became polices or soldiers. They usually pay visits to the group. Some groups are now dissolved such as a Yai Ka group, Serd Dan group, Lek Klang group, Wang Tan group, and Pra Ram 9 group.

NDR is greatly recognized by governmental units. For example, in 2001, NDR was awarded by The Thailand Research Fund (TRF) to organize a icebreaker activities for group leaders to understand their own and other people’s concepts, attitudes, and needs by using nature as a medium. This process focused on skills building of leaders in order to earn respect from society. In addition, some activities were also organized such as youth camps and football matches to tie the relations within a group and partly reduced violent habits.
In 2012, The Office of The Narcotics Control Board, upper northern branch, gave NDR scholarships and an opportunity to be an expert to talk to and advise youth. Ministry of Social Development and Human Security joined them to create a youth camp. And Chiang Mai City Municipality also organized a friendly football match with them.
However, NDR could not run their projects continuously as the budget they receive is usually on a project basis. As a result, they could not organize icebreaker activities for other new kids to build skills and develop capacities in order to live in society and end violent problems peacefully.

ประโยชน์ของโครงการ :

1.30-40 NDR’s youth leaders and other kids regularly participate in project’s activities.
2.Reach common ground to end violence within NDR sub-groups and other gangs.
3.Form a group among youth to do beneficial activities.
4.Group leaders can instruct their members with a guidance to follow.
5.Reduce violent behaviors, measurable by an evaluation from.

Thai Health Promotion Foundation and a notebook (violence) evaluation.
1.Evaluation by taking notes when they behave violently. Taking notes can show the level of violent behaviors reduced.
2.Evaluation from summary of agreements that different groups have reached to reduce violence:
2.1 Group leaders have a conversation to reconcile peacefully
2.2 Group leaders help teenagers who have problems to reach solution at an office by consulting a leader and grandma Elle
2.3 After reconciliation, they make peach in a gentlemanly way. Otherwise a leader will seek a new solution.
2.4 When they have a problem with teenagers from other groups, they will talk to their leaders and grandma Elle case by case to find a solution such as talking to a group leader through a personal relationship or a teacher of other group.

กิจกรรมที่จะดำเนินโครงการ :

With all of these reasons, grandma Elle would like to ask you to solve this problem together by organizing a camp to create good relations among different groups and other activities in 2015.
1.Have a NDR’s leaders meeting to understand their roles and duties in this project
2.Organize a camp about life skills and capacity development for NDR’s members to understand violence (3 days 2 nights)
3.Organize a stage to gather ideas (collect information) on violent perspectives and how to solve it (2 times)
4.Summarize lessons to build a good relation and understand causes and effects of violence in NDR.
(Also create a joint agreement to work together to reduce violence in Chiang Mai)

****Background****

NDR, or No Drug Rulers, is a youth group formed around 1996-1997. Initially the group had around 15-20 male members, and then the number rapidly increased to 70-100 in 1998 because of the reputation about the violence and its management that this group had. At that time, NDR did not get much attention from the public as they mostly related to violence and fighting. Members believe that NDR stands for gentlemen with unity, and they follow and practice their own 8 rules with their hearts – especially their first rule; no drugs.
